REFLECTING ON UMEME’S LEGACY IN UGANDA’S POWER DISTRIBUTION: LESSONS, LOSSES, AND THE PATH FORWARD

When UMEME took over Uganda’s electricity distribution from the Uganda Electricity Distribution Company Limited (UEDCL) in March 2005, it inherited a heavily dilapidated system. At the time, the infrastructure was in poor shape, consumer demand was low, and both technical and financial losses were alarmingly high. It is within this challenging context that the Government of Uganda entered into a 20-year concession agreement with UMEME, a deal that many now view as heavily skewed in favour of the private distributor.
